DECLARATION OF SANTIAGO

International

Cooperation

The XX Congress of the Socialist International (SI), held at the UN headquarters, is dedicated to addressing today's global challenges through greater international cooperation. We, the democratically-elected Heads of State and Government of the countries of the Americas....reaffirm our will to [strengthen cooperation] which requires sustained national efforts and dynamic international cooperation.
SI and UN have shared goals of peace, democracy and sustainable development ....the SI...has deepened its support for and its relations with the UN. The convergence of our International and the United Nations, based on the shared goals of peace, democracy and sustainable development...makes it more fitting that our Congress be held in New York. The strengthening of democracy, political dialogue, economic stability, progress towards social justice, the extent to which our trade liberalization policies coincide, and the will to expedite a process of ongoing Hemispheric integration....
UN Universal Declaration of Human Rights The vision of the SI and our adherence to the Universal Declaration of Human Rights guide and inform our work, as is evident in the sections of the Congress Resolution that follow. Respect for and promotion of human rights and the fundamental freedoms of all individuals is a primary concern...In commemorating the 50th anniversary of the American Declaration of the Rights and Duties of Man and the Universal Declaration of Human Rights, we agree on the need t o promote the ratification and implementation of international agreements aimed at preserving them...
Democracy and Free Elections ....our ideals of liberty, justice and solidarity, which placed the SI at the forefront in the triumph of the democratic idea, are more vital than ever because they link together all sectors of increasingly complex societies. The problems of democracy are resolved by even greater democracy and true socialism is democracy extended to all areas and levels of society. NOTE: The following is from a press briefing given by Mack McLarty, Special Envoy and Jeff Davidow, Latin American Expert: "...[W]hat we have in the Summit process is the organization of democratically elected governments that can come together and the presidents can explain their goals and objectives in how they would like to see the resources of the hemisphere allocated because they have been elected by popular will. When a president of a certain country speaks, he is representing his population because he has been democratically elected. And therefore decisions that are made of what the goals of the hemisphere are represent the people.
Education Better social conditions are vital for economic development, which today depends more than ever on the education of the population. Education is the determining factor for the political, social, cultural, and economic development of our peoples.
Latin America must to be Competitive The people of Latin America--who must development the conditions to be competitive---have recognized the need to improve and strengthen regional alliances. ...We have seen real economic benefits in the Americas resulting from more open trade, transparency in economic regulations, sound, market based economic policies as well as efforts by the private sector to increase its competitiveness.
Regional Cooperation Our aim is to create a true community of nations so that regional cooperation can be transformed into another means of achieving sustainable progress and development. A positive role is being played by sub-regional and bilateral integration and free trade agreements. - Hemispheric integration is a necessary compliment to national policies aimed at overcoming lingering problems and obtaining a higher level of development....
Technology Regional cooperation must be complemented by ...efforts to improve the technology of the region's productive base. We will put science and technology at the service of education to assure growing levels of knowledge...
Sustainable

Development

Sustainable development is an important issue in Latin America, where major battles are being fought to protect the environment. We will strengthen national, hemispheric, and international efforts aimed at environmental protection as a basis for sustainable development that provides human beings a healthy/productive life in harmony with nature.
Drugs As social democrats, we reaffirm our support...in combatting the detrimental effects of drugs.... We will lend new impetus to the struggle against corruption, money laundering, terrorism, weapons trafficking, and the drug problem, including illicit use, and work together to ensure that criminals do not find safe haven anywhere in the Hemisphere.
Municipality Half the world's population will soon be living in towns and cities. For urban populations, the municipality is both the place in which they live and where they confront the...problems of everyday life. Globalization offers great opportunities for progress to our countries and opens up new areas of cooperation for the hemispheric community. We undertake to strengthen the capabilities of regional and local governments...
Women ...we believe in the advantage of the greater involvement of women in the political process. Equal rights and opportunities between men and women and the objective of ensuring active participation of women in all areas of national endeavor are priority tasks.

Comments:

There are several other key areas which are not addressed in the SI and therefore could not be compared with the Santiago Declaration. They are among others: trade, bank integration, and the Basle Capital Accord.

Trade -

Obviously with the objective of "economic integration and free trade," the Free Trade Areas of the Americas (FTAA) was established which by-passes Congress since it is a public-private partnership. They endorse the World Trade Organization objectives and establish seven working groups to integrate the Western Hemisphere: Market access, Customs Procedures & Rules of Origin, Investment, Subsidies, anti-dumping, Standards & technical barriers to trade, Sanitary and Phytosanitary measures, Services, Competition, Intellectual property rights and government procurement.

Bank Integration

Under bank integration, the FTAA established the Committee of Hemisphere Financial Issues (CHFI), the promotion of capital movement liberalization and the progressive integration of capital markets, asking the Inter-American Development Bank (IDB) to prepare a Survey of Financial Systems, and other financial structure.

Basle Capital Accord

This Accord is in the making. It comes from the Bank for International Settlements (BIS) which is the "central bank's bank." It is the BIS which has been orchestrating the banking structure of the world. The Basle Capital Accord basically would internationalize national banks by taking rules/regulations which currently only pertain to "international banks" and now applying them to every bank in every country which basically is a "silent take-over" of the banking system by this non-governmental, private bank which controls the monetary system of the world. The IMF is in the process of now encouraging this action and it is expected to be a key topic at the Group of Eight meeting in May in England.
